{"id":13928,"date":"2026-08-20T04:37:01","date_gmt":"2026-08-20T04:37:01","guid":{"rendered":"https:\/\/www.exporis.ch\/can-switzerland-become-europes-neutral-ground-for-ai\/"},"modified":"2026-08-20T09:56:39","modified_gmt":"2026-08-20T09:56:39","slug":"can-switzerland-become-europes-neutral-ground-for-ai","status":"publish","type":"post","link":"https:\/\/www.exporis.ch\/fr\/can-switzerland-become-europes-neutral-ground-for-ai\/","title":{"rendered":"Can Switzerland Become Europe\u2019s Neutral Ground for AI?"},"content":{"rendered":"<p class=\"isSelectedEnd\">In July 2026, Davos and Geneva hosted two very different conversations about artificial intelligence within days of each other.<\/p>\n<p class=\"isSelectedEnd\">From 1 to 4 July, the first Davos Tech Summit brought researchers, technology companies and business leaders together around robotics and physical AI. Its programme included Robot City, which moved live demonstrations out of the conference setting and into locations around Davos. On 6 and 7 July, Geneva hosted the first UN Global Dialogue on AI Governance, where more than 4,200 registered participants from nearly 170 UN member states met alongside companies, researchers, international organisations and civil-society groups.<\/p>\n<p class=\"isSelectedEnd\">The Exporis team followed both events closely. Davos was looking at what happens when AI moves from software into robots and machines that work in the physical world. Geneva gathered governments and businesses to discuss how countries should govern the same technology when it crosses borders, industries and legal systems.<\/p>\n<p class=\"isSelectedEnd\">Later that month, ETH Zurich, EPFL and the Swiss National Supercomputing Centre released Apertus 1.5, an open language model trained on the Alps supercomputer in Lugano. Switzerland was therefore doing three things in the space of a few weeks: demonstrating AI in real-world machines, hosting negotiations over international AI rules and developing large AI models on domestic research infrastructure.<\/p>\n<p class=\"isSelectedEnd\">Switzerland will not match the United States in private AI investment or China in the size of its domestic technology market, while Brussels writes rules that apply across the European Union. Switzerland can compete for a different kind of influence: becoming a place where researchers building AI, companies putting it to work and governments writing the rules meet regularly.<\/p>\n<h2>Davos took AI beyond the chatbot<\/h2>\n<p class=\"isSelectedEnd\">The Davos Tech Summit was separate from the World Economic Forum\u2019s annual January meeting. Organisers launched the new event specifically around physical AI and robotics, with four days of conferences, demonstrations and live applications across Davos.<\/p>\n<p class=\"isSelectedEnd\">Physical AI covers systems that use artificial intelligence to perceive their surroundings and act in the real world. Instead of generating text or analysing information on a screen, the technology can guide robots moving goods, inspecting equipment, assisting people or carrying out industrial work.<\/p>\n<p class=\"isSelectedEnd\">Swiss companies have obvious reasons to follow the field. The country combines robotics and engineering research with manufacturers, medtech businesses and industrial groups that can test intelligent machines outside the laboratory.<\/p>\n<p class=\"isSelectedEnd\">Once AI starts controlling machinery, companies also face a different set of commercial and regulatory problems. A business can stop using a writing assistant relatively easily. Replacing an autonomous system on a production line is another matter. Manufacturers need evidence that machines perform reliably, employees need to know how they will work alongside them, and management has to decide who carries responsibility when a system fails.<\/p>\n<p class=\"isSelectedEnd\">Davos put those questions next to working machines rather than treating physical AI as a distant research topic.\u00a0Two days after the summit ended, Geneva moved from deployment to governance.<\/p>\n<h2>Geneva brought almost 170 countries into the room<\/h2>\n<p class=\"isSelectedEnd\">The UN held the first Global Dialogue on AI Governance at Palexpo on 6 and 7 July 2026. More than 4,200 registered participants attended from nearly 170 member states, together with representatives from business, academia, international organisations, civil society and the technical community. The UN created the dialogue as an international forum where governments and other participants can discuss common approaches to AI governance.<\/p>\n<p class=\"isSelectedEnd\">Geneva already hosts institutions that deal with technologies, standards and commercial rules that cross national borders. The International Telecommunication Union works on telecommunications and technical standards, while the World Intellectual Property Organization handles international questions around intellectual property and innovation. Governments maintain permanent missions in the city and routinely negotiate with countries whose interests differ from their own.<\/p>\n<p class=\"isSelectedEnd\">AI gives those institutions another cross-border problem to solve.\u00a0An American company can develop a model, Asian manufacturers can supply its chips, an international cloud provider can run the infrastructure and a Swiss bank or pharmaceutical company can use the finished system in several jurisdictions. Copyright, personal data, cybersecurity and liability may therefore involve several legal systems before a customer even interacts with the product.<\/p>\n<p class=\"isSelectedEnd\">National rules alone cannot remove those conflicts. Companies also face problems when governments impose requirements that do not work together.\u00a0Geneva already has diplomats, international organisations and technical bodies accustomed to negotiating such disagreements. The UN has now started using the city for AI as well.\u00a0Switzerland has signalled that it wants more of that work. The Federal Council has confirmed its intention to organise a global AI summit in Geneva in 2027, extending the city\u2019s involvement beyond this July\u2019s UN meeting.<\/p>\n<h2>Robots in Davos and diplomats in Geneva are dealing with the same companies<\/h2>\n<p class=\"isSelectedEnd\">A robotics company developing an autonomous system needs to know which safety rules will apply before it spends years engineering the product. A hospital wants to know who carries responsibility if an AI-supported system fails. An industrial group needs to know whether equipment approved for one factory can also operate in another country.<\/p>\n<p class=\"isSelectedEnd\">Governments need technical knowledge before they write those rules. Investors need to know whether companies will be able to deploy a product commercially after regulation arrives.<\/p>\n<p class=\"isSelectedEnd\">Davos and Geneva therefore draw people who increasingly depend on one another even though they enter the AI debate from different directions.\u00a0Swiss universities train researchers and develop models. Geneva attracts diplomats, regulators and international organisations. Davos can bring technology companies and industrial users together around specific applications. Swiss pharmaceutical, manufacturing, financial and healthcare companies provide potential customers for AI systems.<\/p>\n<p class=\"isSelectedEnd\">The country will gain influence only if those groups keep talking once the conference programmes end. Researchers need companies willing to test their systems. Businesses need access to regulators before governments finalise rules that prove impossible to apply. Policymakers discussing model transparency need engineers who can explain what developers can actually disclose.\u00a0Geography makes those conversations easier, but institutions still have to create them.<\/p>\n<h2>Swiss researchers are building the systems under discussion<\/h2>\n<p class=\"isSelectedEnd\">Geneva would carry less weight in technical debates if Switzerland only provided meeting rooms for discussions about technology developed elsewhere.<\/p>\n<p class=\"isSelectedEnd\">ETH Zurich, EPFL and CSCS give companies and policymakers direct access to researchers working on large AI models and computing infrastructure.<\/p>\n<p class=\"isSelectedEnd\">Apertus 1.5 was released on 24 July 2026 after being trained on the Alps supercomputer at CSCS in Lugano. ETH describes Apertus as one of the world\u2019s largest fully open language models. Researchers, companies and public institutions can inspect information about its training data, code and development process and adapt the model for their own work.<\/p>\n<p class=\"isSelectedEnd\">Apertus does not need to rival ChatGPT in consumer adoption to serve Swiss interests.\u00a0Researchers who build large models learn where technical limitations appear, how models behave during testing and what information developers can realistically provide to customers or regulators. Companies can experiment with an AI system they can inspect rather than relying entirely on a closed service supplied by a foreign technology group.<\/p>\n<p class=\"isSelectedEnd\">Policymakers also get access to engineers who can translate broad regulatory demands into technical requirements.\u00a0Transparency provides a simple example. A regulator can require an AI company to disclose more information. Developers then have to decide what they can document about training data, evaluation, model behaviour and known weaknesses without exposing security-sensitive information or proprietary technology.<\/p>\n<p class=\"isSelectedEnd\">Engineers who have built large models can tell policymakers what those demands mean once someone has to implement them.<\/p>\n<h2>Bern is not copying the EU AI Act<\/h2>\n<p class=\"isSelectedEnd\">Switzerland is also writing its own regulatory framework rather than reproducing the <a href=\"https:\/\/www.exporis.ch\/fr\/loi-ai-de-2026\/\">Loi europ\u00e9enne sur l'IA<\/a>.<\/p>\n<p class=\"isSelectedEnd\">In February 2025, the Federal Council decided that Switzerland should ratify the Council of Europe Convention on Artificial Intelligence and amend domestic law where necessary. Federal Councillor Albert R\u00f6sti signed the convention on Switzerland\u2019s behalf in March 2025.<\/p>\n<p class=\"isSelectedEnd\">Swiss authorities plan targeted legal changes in areas including transparency, data protection, non-discrimination and supervision. Regulation will continue inside individual sectors such as healthcare and transport where possible, while the federal government is also preparing measures such as industry solutions and voluntary commitments.<\/p>\n<p class=\"isSelectedEnd\">A hospital using AI for diagnosis does not face the same risks as a factory using computer vision to identify defective components. A private bank processing confidential client documents through a language model has another set of legal and supervisory duties.<\/p>\n<p class=\"isSelectedEnd\">Switzerland already regulates those industries separately. Bern can therefore add AI requirements to legal and supervisory systems that companies already use instead of creating one new body of law for every application.<\/p>\n<p class=\"isSelectedEnd\">Sector-specific regulation can still become cumbersome. An AI supplier serving banks, hospitals and manufacturers may end up dealing with several sets of requirements rather than one.<\/p>\n<p class=\"isSelectedEnd\">Companies will judge the Swiss system on much more concrete questions: which documents regulators expect, which authority supervises a particular use of AI, how long approvals take and whether a product can move between industries without rebuilding its compliance process.<\/p>\n<h2>Neutral ground does not mean neutral technology<\/h2>\n<p class=\"isSelectedEnd\">Switzerland cannot stand outside the geopolitical competition surrounding AI. Advanced systems depend on processors supplied by a small number of international companies, cloud infrastructure dominated by large technology groups and research networks spread across several countries. Washington, Beijing and Brussels increasingly treat access to chips, computing capacity and AI models as economic and strategic questions.<\/p>\n<p class=\"isSelectedEnd\">Swiss political neutrality removes none of those dependencies.\u00a0Bern will still have to take positions on surveillance, copyright, personal data, cybersecurity and military applications. Those decisions will affect companies differently and will inevitably involve political choices.<\/p>\n<p class=\"isSelectedEnd\">Switzerland can still provide a place where participants who disagree are willing to negotiate.<\/p>\n<p class=\"isSelectedEnd\">A US technology company, a European regulator and a government from Asia, Africa or Latin America may hold very different views on what developers should disclose or which risks governments should regulate. Geneva has spent decades hosting negotiations between states whose interests diverge just as sharply in other fields.<\/p>\n<p class=\"isSelectedEnd\">The UN\u2019s decision to hold the first Global Dialogue on AI Governance there, followed by Switzerland\u2019s plans for a 2027 global AI summit, gives Geneva a chance to perform the same diplomatic work around artificial intelligence.<\/p>\n<p class=\"isSelectedEnd\">Davos can bring engineers, businesses and industrial users into conversations that diplomatic meetings sometimes struggle to reach. ETH Zurich, EPFL and CSCS supply people who understand the technology in detail.<\/p>\n<p class=\"isSelectedEnd\">Nobody needs to believe that Switzerland is neutral on every question. Companies and governments only need to keep finding it useful to meet there.<\/p>\n<h2>Switzerland does not need to imitate London, Paris or Brussels<\/h2>\n<p class=\"isSelectedEnd\">Europe already has larger AI centres.\u00a0London combines technology companies with deep capital markets. Paris has attracted major AI investment and produced companies such as Mistral AI. Germany brings industrial scale and engineering expertise. Brussels writes regulation that reaches companies across the European Union.<\/p>\n<p class=\"isSelectedEnd\">Switzerland has little reason to compete with each centre on the same terms.\u00a0Geneva can host negotiations between governments and international organisations. Zurich and Lausanne can train researchers and build models. Lugano houses the Alps supercomputer. Davos now has a dedicated event for physical AI and robotics.<\/p>\n<p class=\"isSelectedEnd\">Whether those assets amount to more than an attractive list will depend on what happens between the events.\u00a0A robotics company should be able to reach Swiss researchers and industrial customers. Policymakers in Geneva should be able to call engineers who understand the systems they want to regulate. Companies developing AI for healthcare or finance should be able to discuss regulatory problems before governments turn them into rules that are difficult to implement.\u00a0If those contacts remain confined to conference weeks, Switzerland will simply host several good AI events.\u00a0If universities, businesses and government bodies keep working together throughout the year, the country can offer short routes between people who normally operate in separate worlds.<\/p>\n<h2>Swiss companies still have to explain what they sell<\/h2>\n<p class=\"isSelectedEnd\">Swiss technology companies can draw a commercial lesson from the same debate without falling back on vague claims about \u201cSwiss trust\u201d.<\/p>\n<p class=\"isSelectedEnd\">AI providers routinely describe products as secure, transparent, responsible or trustworthy. Buyers in finance, healthcare and industry increasingly want answers instead.<\/p>\n<p class=\"isSelectedEnd\">Where is client data processed? Does the provider use it to train another model? Which third-party systems sit behind the product? Can customers inspect how it works? Who carries responsibility for a wrong output? Can the client change providers without rebuilding an entire workflow?<\/p>\n<p class=\"isSelectedEnd\">A Swiss address answers none of those questions.\u00a0Companies working close to Swiss universities, regulators and specialised industries can use the expertise around them to build better products and give better answers. A provider selling AI to a bank can design around the confidentiality and supervisory requirements banks already face. A robotics company can test equipment with industrial customers rather than relying only on laboratory demonstrations. A healthcare AI company can build compliance into the product before it reaches a hospital procurement team.<\/p>\n<p class=\"isSelectedEnd\">Marketing then has something concrete to explain.\u00a0Switzerland should apply the same standard to its own AI ambitions.\u00a0From 1 to 4 July 2026, the first Davos Tech Summit put physical AI and robotics in front of researchers and businesses.
